What is Asphalt Milling?
Asphalt milling — also called cold milling or pavement milling — uses a rotating drum studded with carbide cutting teeth to grind away the worn surface course (wearing course) at a controlled depth, typically 1.5 to 2 inches for standard resurfacing work. The result: the structurally sound base and binder layers below stay intact, curb heights and drainage structures are preserved, and the surface is left with a uniform profile ready for a new overlay. That’s a mill-and-fill job — the most cost-effective way to bring a tired commercial surface back to full service without full demolition.

The Benefits of Asphalt Milling
Milling makes economic sense when a pavement surface has deteriorated — oxidized, cracked, rutted — but the base underneath is structurally sound. Instead of tearing everything out and starting from grade, milling removes only the worn layer, cuts costs, reduces landfill waste, and gets the lot back in service faster. Here’s what that looks like in practice:
- Preserves your base investment. Milling targets only the wearing course — the top 1.5 to 2 inches — leaving the compacted stone base and binder course untouched and reusable.
- Maintains curb height and drainage structures. Milling restores the original surface elevation so overlay thickness is consistent and existing curbs, catch basins, and utility frames stay at the right grade.
- Faster than full tear-out. Cold milling removes the old surface in one pass; there’s no breaking, no hauling debris to a landfill, and less total mobilization time on your property.

Mill and Fill: How Milling Fits a Resurfacing Project
Mill and fill is the standard commercial resurfacing sequence: mill the worn surface course off, then pave a new wearing course directly onto the exposed binder layer. The Federal Highway Administration’s Pavement Preservation Checklist identifies mill and fill as a proven preservation treatment that restores surface smoothness, corrects cross-slope, and extends pavement service life when the base structure is sound.
The machine doing the work is a cold planer — sometimes called a milling machine or roto-mill. It uses a rotating drum with carbide cutting teeth to shave the asphalt surface at ambient temperature (no heating required), leaving a uniform, textured profile that bonds well to the new overlay. Drum widths range from a few feet for tight areas to full-lane-width machines for roadway work. Once milling is complete, a new wearing course of hot mix asphalt goes down, is compacted to spec, and the surface is returned to service — often within the same day for smaller lots.
For high-traffic commercial surfaces where surface smoothness is critical — drive-thru lanes, bank entrances, or private roads requiring a very tight profile — micro-milling uses a denser cutting drum (higher tooth count, approximately 5/16-inch tooth spacing vs. 5/8-inch on a standard drum) to produce a finer texture that accepts a thin overlay with minimal leveling course. Milling vs. Full Removal (Excavation)
Milling removes only the surface course — roughly the top 1.5 to 2 inches of asphalt. The base and binder layers stay in the ground. That’s the right call when a pavement inspection shows cracking, raveling, or rutting confined to the surface layer, but the base underneath tests structurally sound with no alligator cracking, severe settlement, or standing water.
Full-depth asphalt excavation is the right call when the damage runs deeper — when the base is compromised, when alligator cracking signals structural failure, or when a parking lot has sunken lanes and water pooling that no overlay will fix. Paving over a failed base just copies the old problems into new asphalt. If you’re not sure which condition you have, a site walk settles it fast.

Standard surface-course milling removes 1.5 to 2 inches — the depth of a typical wearing course. Full-depth milling for structural rehabilitation can go 4 to 8 inches, but that’s less common and involves different equipment and project scope. For most commercial parking lots in Saratoga County, a 1.5 to 2-inch pass is all that’s needed before a new overlay goes down.
Does milling damage the base layer?
Not when it’s done correctly. A properly set cold planer removes only the target depth, leaving the binder course and compacted stone base completely undisturbed. That’s the whole point of milling: selectively removing the deteriorated wearing course while preserving the structural investment below. If a pavement assessment shows the base is already compromised, that changes the prescription — milling alone won’t fix a failed base, and we’ll tell you that upfront.

The finer profile requires little or no leveling course before a thin overlay, making it the preferred method for high-traffic surfaces like drive-thru lanes or premium commercial entrances where surface regularity matters most.
